Insights from the IEC/ISO JTC 3 Quantum Standardization Meeting

The IEC/ISO JTC 3 plenary on quantum technologies gathered international experts in Copenhagen to review sector advances, with Luxembourg represented by Rim Doukha of ANEC GIE.

The plenary meeting of the IEC/ISO JTC 3 technical committee, dedicated to the standardization of quantum technologies, took place in hybrid format on 13 and 14 November 2025 in Copenhagen, Denmark. The event brought together international experts to review recent developments in the sector and advance ongoing standardization efforts. Luxembourg was represented by Mrs. Rim Doukha, project officer at ANEC GIE.

 

During this meeting, the committee approved the launch of two Preliminary Work Items aimed at strengthening measurement and characterization tools in the field of quantum technologies. The first concerns test methods for quantum spectroscopy using undetected photons. The second relates to a method for verifying quantum measurements based on detector tomography.

 

The committee also agreed to initiate the drafting of a new technical report examining how different transmission media affect the implementation of quantum communication systems. This report will assess the impact of media such as optical fibre, free-space channels, underwater environments and microwave links, in order to identify the technical factors influencing the performance and feasibility of these systems.

In addition, the committee validated the revision of ISO/IEC 4879:2024 relating to vocabulary for quantum computing. This update will enrich and harmonize the terminology used at the international level, taking into account the rapid evolution of the field and the emergence of new concepts.

 

Finally, the following draft standards, currently under preparation, were also discussed during this plenary meeting:

  •  IEC 63692 ED1 – Quantum technologies – Performance evaluation and test methods for absolute quantum gravimeters based on free-falling cold atoms
  • IEC TS 63687 ED1 – Quantum technologies – Cross-cutting and enabling devices and technologies: Hanbury-Brown-Twiss interferometry for the characterization of photonic quantum sources
  • IEC/ISO 63655 ED1 – Quantum technologies – Terminology and quantities – General vocabulary
  • IEC/ISO 63622 ED1 – Quantum Photonics Vocabulary
  • IEC/ISO 63607 ED1 – Quantum technologies – Terminology and quantities – General quantities
  • IEC/ISO TR 18157 ED1 – Information technology — Introduction to quantum computing

 

These decisions illustrate the increasing engagement around the standardization of quantum technologies and highlight the importance of international collaboration to support innovation, ensure technical consistency and facilitate the interoperability of future solutions.
